Until recently, shout out to this user on GBATemp! In my time searching, there was a project called Pinbox, unfortunately it no longer works + it's no longer being maintained on github and their discord links are expired. Smol project I've messed with for a few months, got into Homebrew for the 3DS/2DS and was interested in streaming from my PC -> 2DS, as there's projects like Kit-kat and Snickerstream for 2DS -> PC.
